You need to open Odoo with admin user and enable developer mode and go to users -> open the user form and give him settings in Administration:

You can set custom access rights for any new users from General Settings

Click on the Default Access Rights, you will see Default User Template user. You can change the access rights for Default User Template and save.   Access rights for the new users will be copied from this Default User Template.
