When you click on symbol(Bullseye) it create that procurement on backend. This is the same as you click on launch green cells. The button create procurement for all and the icon on line generate procurement for that row/product only(Create MO/PO based on configuration).

I can give you a solution but am not sure this is the right way.  Just go to apps menu and uninstall the module named Master Production Schedule ( technical name : mrp_mps ). Then just install it again.

Now you will be able to edit it.
