The menus are there, but I had changed the default theme to, "Readable." The background color is almost the same as the text.

There is another set of choices immediatley to the left of the [Banner] selection:

[Structure] [Banner] [Text-Image] [Image-Text] [Image-Floating] [Big Message] [...] [...] [...]

[Content] 

[Features] <-- This is the menu to choose to be able to select the image gallery block.

[Effects]
