In Odoo 13, I would like to edit the e-mail template used to send notifications of activity (i.e., time off approval request).
However, the template does not exist in Settings -> Email -> Templates.
How should I proceed to edit the template of such e-mail?

Notifications typically do not use mail templates. They are part of the core code and cannot be changed through configuration. For example, the message for the time off approval request is hard coded in the underlying code and would require a code customization to change it.
so it means, it can not be translated according to users language option ?
They were editable in version 11 though if I am correct?

It can be translated, you'll have to search for the code in Settings/Translation/Translated Terms or so.
