we want to run odoo on our windows server, we have only 40 users on this process ,

Hi there,
First a tip: I'd personally host/run the Odoo on Linux instead of Windows. Almost the whole Odoo world runs on Linux so way more people can help you, way more people know it and it is better battle tested. The performance on Linux versus Windows pays off better too.
Generally for a Linux with these amount of users you would look at ~16GB of RAM, 4-8 cores & 80-160GB of storage.
All the specifications vary a bit though. If you have, for example, a busy webshop running you would typically add some more cores or RAM to split the load on the system. If you are planning to store a lot of files you'd typically increase the storage too.
There's no perfect one-fit all solution but for most projects with this size of users you should be good with the specifications I mentioned.

exactly, running Odoo on Windows will also consume much more resources rather than on Linux, not to mention the access rights

Processor: Intel i5 or Ryzen 3
Operating System: Windows10
RAM: 4 GB
Storage: 20 GB of free disk space
RAM size (in GB) = (number of users/10) + (size of the database/10GB) For example, if you have 50 users and a database size of 100GB, the estimated RAM size required would be: RAM size = (50/10) + (100/10) = 5 + 10 = 15 GB
