Where to find change list for Odoo v18?

Question

We are on premise enterprise.  I am contemplating the upgrade and have a few custom modules we built.  Where do I see the code change list? [1]

Wonder if breaking changes are in the Developer program and not shared with the general community.  Which is odd for an open-source (partially) project.
