Sales Manager -Cannot view all users CRM Pipeline

Question

I have given the access right to the users who will use CRM.
Now i have a Sales Manager who should see all users CRM Pipeline. I tried to make the record rule as [(1,'=',1)] and inherit the group sales/users: All documents.
But could not solve this issue. Please assist.

The record rule set for all users to see their own pipeline is as follows:
Name: Per salesperson,    Object: Pipeline,   Rule: [["user_id","=",user.id]] ----- And this works fine but i think due to this rule, it also gets apply for the administrator.
After this when i see administrator couldn't view others CRM pipeline, so i made a new rules as
Name: All Pipelines,  Object: Pipelines, Rule: [(1,'=',1)] ---  and inherit record rule here set for group User: All Documents.
And still the sales manag
