first, i recommended you, use Linux for technical Odoo .

you can installed your custome module, 

with active developer mode .

step : 

1. click right corner (administrator)

2. click 'about openerp'

3. and then, click 'activate the developer mode'

4. click 'setting'

5. click 'user'

6. you choose user , for eg : you click 'administrator'

7. click 'edit'

8. click 'access rights'

9. you choose 'technical features'

10. and then 'save'
