the OpenERP Enterprise contract doesn't prohibit you to make customizations, but... you can't customize or install your own or 3rd party modules on the SaaS platform (OpenERP Online). You'll have to ask to migrate your contract from saas to on-premise (should be possible afaik).
Contact online@openerp.com if you want a dump of your OpenERP Online database to continue on premise.
