For example,
I have 2 chairs in stock, but the sales order needs 5 chairs.
Once the sales order has been confirmed, a Purchase Order will be auto generated, but the PO will have the enitre qty of 5, despite that I already have 2 in stock.
How do I setup the buying rule so it only buys the shortfall?
And committ both the 2 in stock and 3 on purchase order to the sales order?

The above case indicates the use of MTO route. Could you please validate the current configured routes?
The desired behaviour can be achieved in couple of ways
1. Through replenishment rules defined on individual products
2. using buy route - ensure the supply method on ‘delivery order‘ is set to ‘Take from stock, if unavailable trigger another rule’
Routes can be applied to all products in a WH or product categories or individual products
Thanks, I've setup to Buy instead of MTO with Min and Max = 0, but it doesn't generate PO when SO is confirmed, did I miss any setting?
I would check
1. if replenishment is generated on SO confirmation. Inventory > Operations > replenishment
2. Trigger is set to ‘auto’
