You should monitor the page at  https://www.odoo.com/page/download [1]  or  http://nightly.odoo.com/ [2]

When the download for Ubuntu changes from 7.0 to 8.0 [on the first page] or trunk changes to 8.0 (stable) [on the second page], that is your indication that 8.0 is 'released'.
