Even after setting it to public on the "Edit Profile" page, when I log out the profile will appear as private. I have a video where I recorded the issue, but I don't know how to send it to you. Thanks.

Not sure whether it is a bug or an intended feature, once you make profile public, it will get listed here in this page: https://www.odoo.com/profile/users
and if you need to click and open a profile, user must have to logged into odoo.com.
for more info create a support ticket or raise an issue here: https://github.com/odoo/odoo/issues
Ideally, we could have the choice to make it really public! like for the internet to see user badges and full profile if he wants to.
"and if you need to click and open a profile, user must have to logged into odoo.com."
I have been thinking about this. It's possible that by design you can't see any profile unless you have an Odoo account and also are logged. If that's the case, it would be nice to have an option for an "universally" public profile, so that anyone could see it, whether you have an Odoo account or not.
I did try to create a support ticket, however it's asking me for an Odoo URL so I can't submit it. Otherwise, I would've easily attached the video by using the option to upload files.
