I am trying to purchase Odoo CRM module and host on odoo.sh.
My question is how many Worker is required and how much disk size required to smoothing running CRM on cloud. I have 15 users who will use this.

1 worker should work, but we usually recommend 2 workers for 15 users and more.
Odoo suggests to add 1 worker per additional 25 backend users.
Disk space depends on the files you'll upload to Odoo. If it is medium use, you can start with 10GB, then you can upgrade if you hit the limit.
