We have an Odoo 9.0 installation that has over 200 users. They all have portal access and will be able to look into their portal UI. They are able to see their pages depending on user access provided to them. The administrator keeps receiving calls that some of the users are not able to see the portal page/contents in spite of providing all the necessary access. Is there any method by which the administrator can 'login as' the user and check what the user says is true.

I think your problem can be solved by Impersonating user feature in Odoo. Check following app if it suits for your need.
