In Odoo 16, how can I set-up helpdesk module in a way that sends all our customers an email and inform them about our customer support team and that they can now send their questions or inquiries to our customer care team?

You could use email marketing or marketing automation to send out the email. The recipients (customers) contacts could be identified or tagged in the contacts module
