I have the same problem:

The invoice is created successfully but the Payment Complement doesn't, configured everything just as indicated here:

I found this in applications and installed it:

EDI Payment

This payment module for Mexican Localization allows satisfying the SAT indication which established that a payment complement can be emitted ten (10) days after, of the same month, when was received.

Still doesn't work.
