I am trying to import (in bulk) users into the system (Settings -> Users -> Export). I keep getting errors, I tried exporting a few users to understand the schema used for users but instead I got the following error: <title>500 Internal Server Error</title>

Advice you reload the base module and try again. Worked for me when i had a similar issue

I get this message when I try to import names, does it mean I have to do it one at a time? warning -- Invalid Action! You may not create a user. To create new users, you should use the "Settings > Users" menu.
