How to keep leave record in 'To Submit' stage?

When we apply for a leave record, it is saved in Approve state by default. How can we make it stay in To Submit, so that we have to press Confirm to apply for it?

Can I just change the flow_start parameter of the workflow? Would it be risky to do so?
