Hi,
Currently Appraisal module is an enterprise feature in Odoo 12 but you can use our free custom application for employee appraisal.

You need an Enterprise license to install the Appraisal module available in Odoo.
If you are interested in a free module, you can see if there are 3rd party apps available on the Odoo app store at https://www.odoo.com/apps
