If you are using cash basis on invoices, you will have to import all OPEN customer invoices and vendor bills (on which you have "tva à l'encaissement") in purchase / sales journal
- Supplier - Expense account - taxes
- Customer - Revenue account - taxes 

Otherwise Odoo will not be able to create the CABA booking when you will reconcile the payment with the bill/invoice.
