I set defaults to groups in Users form and save them. The saved defaults appear in Settings->Actions->User-defined defaults but they do not show when I try to create a new user.

Hi,
That will not work. if you want to set some access rights for a newly creating user you can set in the default template for newly creating user.
Go to Settings -> General Settings -> New users access rights, click on the Edit default access rights for new users ,
On clicking this template for default user will be opened , here you can set the groups/template for the newly creating user. Save it, then the changes will be reflected while creating new user.
