I have old odoo V 8 I need to backup all data and restore it in new version odoo 9 How can I do it?

You can not simply restore backups, you have to migrate from 8.0 to 9.0. You can ask Odoo for a paid upgrade service or you can search the web for doing it yourself. You may also check if the module "openupgrade" is already available for version 9.0
OpenUpgrade isn't ready yet and will probably take a few more months.
