We are running odoo10 community on ubuntu 16.04. We planning to upgrade the OS version to ubuntu 19.
Can we expect any failures recording to odoo?

You can upgrade it. There's some dependencies issue and can be fix.
Make sure to have backups before upgrading your OS to other external storage.
You should run any production server applications on Ubuntu Long Term Releases (LTS) only. Ubuntu 18.04 LTS is such a release or the upcoming 20.04 LTS. Depending on your setup and your deployed modules, you may experience issues, so you should test it on a test server before.
