Well it could be with effort and money expense. All what WHMCS does, Odoo can do it but not by default. If you have the time and money Odoo is your best choice by far. There are even some modules out there that are to offer Odoo as SaaS, maybe those could work for your hosting business with some little modifications.
WHMCS is the leader on its kind, if you want something cheaper you can go with BoxBilling which is pretty good too.
