Can I ask if there is any setting we could use to define the order of Name or Address?

For example, name:
MR. First Last Name, in English
Last First name MR, in Chinese

For example, address:
Street, Street2, City, State, Country (in English)
Country, State, City, Street2, Street (in Chinese)

I understand we could amend the order in Printing layout, by breaking down the fields, like {street}, {street2}, but this is not what I wanted. what I wanted is like the {street_format} by countries under module "base_address_extended", to change the order of them, by language? 

My question is any existing related setting, fields, we can use for this kind of order?

This is about Localization, Language, but not related to the country.
