Why aren't modules like Attendance + Timesheet unified?

The "merge" of Sales + Subscription in v16 are a beautiful example of real integration!

On the opposite has occurred on the past versions a division of the project module into different task related modules such as Planning, Field service and Helpdesk.

Wouldn't the integration be more seamless if the features provided by these modules were merged into only one Project (services and task related) module with the possibility of different configurations per project and/or "service products" for example?
