How do I close or deactivate a customer's account (without deleting their details and previous orders), or put an action on their account which prevents them from placing orders?
Maybe even block a certain IP address would be helpful.

Hi,
If the customer has an account, ie, portal user account, just deactivate the user account, by clicking on Archive button.
* navigate to users menu
* filter all the users (including portal)
* select your customer/ user
* from the action button, click on archive

What does the Archive button do exactly? And what effect will it have on the customer account?
Will I still be able to see that customer's details and previous orders? and what will happen on the customer's end? Will they be able to log in to their account, or will it prevent them access to their account?
yes still you can see all the previous transactions and customer cannot login into the system
