How do you activate the built in self-service customer knowledge base?

Under the title "Provide smarter self-service" on https://www.odoo.com/page/helpdesk there is an image of a site with the title "Helpdesk" with three columns; "Popular presentations", "Popular questions" and two buttons, "Submit an Issue" and "View my Issues". How do you activate that site template? Or how do you replicate it?
