I want to buy Odoo enterprise for 1 user and 2 apps which are accounting and invoicing . Will I be able to add more users and apps to the same license?

yes it will be able. after adding more users or apps, you will be billed according it. but as i remember, you will not get initial discount in this case for later on added users.
