Hi Jasmina,
The "Working Time To Assign" works as follows:
This is a calculated based on the time from "Now (ie: Odoo server time)" to the "Assigning Date" - found in the "Extra Info" tab it defaults to the time you created the task.
It helps to understand that only tasks assigned in the future will have this information, so any tasks you create will not display this information - they are in progress by default because the date assigned is always before "now". Unfortunately, This field can not be edited without some additional modules installed or some custom configuration.
It gets very confusing with the demo data as some tasks will be in the future and will have this information displayed. in the "Extra Info" tab.

Actually that chart represents how much time you have spent on a task using progress bar graph.
for example initial planned hours of a task is 20 hours and you spent 15 hours in a task then 75% area will be covered inside the progress bar graph.
