Why can I issue a
payment statement without having money in my bank account?

Hi Babak,
a Bank in Odoo is just an object which is handling some balances and transactions in the system; it is not necessarily mean that in your real Bank account you don't have any money. It will go to in payment and when you do the reconciliation, it will be balanced. Besides, please also take into consideration that in many countries you are allowed to have negative balance in your bank account.
