Why Action Merge on Contact only appear on Administrator User

Question

is there any access right for action merge on contact?
I update access right for user and give administration/settings, but the action merge doesn't appear. But when i duplicate administrator user, the action appears. Is there any access right that i miss?

Open the debug mode and then open the models
After that, search for model: base.partner.merge.automatic.wizard
Add groups you need in the Access Right tab.
