I cannot find it in Odoo 15.

Search the Fields Menu to confirm it is still available:
Search the Views Menu to find where it is used in the User Interface:
When you review these Views, you will see that we no longer show this field, as part of the simplification of the User Experience.
We use context in the Menus and Expense Form to ensure that products created from within the Expense App have this field set properly.
Thanks Ray. I got you, To me the inventory Product lists are considered templates and needs to have all fields exposed as a single go to place. Odoo15 has forced us to revise many of our training manuals and client trust is highly dependent on our confidence and habits to know our stuff.
Such changes like the "can be Expensed" does not allow us to add them easily back even by studio.
