We've noticed a change in EE v11 where SOs after they are confirmed, can exist in a Locked or Sales Order status. What is the difference, or the purpose of this difference and how is it helpful and how are each created?

You cannot edit the lines of a locked sales order after confirmation.
It is helpful for some businesses to ensure that what was quoted does not differ from what is delivered and invoiced.
The setting is controlled under Settings > Sales > Quotations & Orders > Lock Confirmed Sales (Checkbox) (in v15)
