Our previous IT person set up the free version of Odoo on a VPS. We used the website builder module to build a site but have since moved to a basic HTML site hosted elsewhere. Now the Odoo instance is not responding over the web, nor can i get to the login screen. The error says "Site can't be reached" and that the IP address "refused to connect". I've already contacted the VPS hosting company and there is nothing wrong on their end.

I am not as versed in Odoo as our previous IT person so i'm stuck and need help.

Please provide a minimum of information necessary to provide help. Is your Odoo instance up and running? Do you have any corresponding log entries? Do you address the proper port and IP address? Is your firewall properly configured to allow you to address the port?

Our Odoo Instance was up and running (very slowly) when we were using it for the website. When i moved the hosting to GoDaddy, i created a DNS entry that pointed to the VPS's IP address for the salesmen to still login to Odoo. Not long after (a week or so), Odoo quit working/stopped responding. Now it is just acting like there is no index.php or index.html type of file created when visiting the site. No matter if i type the correct port or not. And i haven't changed anything with the firewall, but honestly, i'm not sure how to check if someone else did. And i'm also not sure where to find the log files.
