I downloaded the 11.0 Windows installer and my virus software (Panda) immediately flagged it as having a w32/exploit.gen virus. Not exactly inspiring with a new piece of software. Is this a known problem? Is there a workaround?

This is not a known problem. If it would be, we would have plenty of feedbacks in the community. It seems to be a known false positive problem for Panda though, if you google for the exploit. Workaround? Stop Panda, download and install Odoo start Panda again.
But I support Usman, as long as you do not have any mandatory reason, do install Odoo on Ubuntu 16.04 LTS. It is the most popular deployment and therefore your chances to get information and help are the highest.

may be your panda anti virus software block .exe file ...
did you try to clean it ?
try another anti-virus,but all over the best solution is Ubantu for Odoo. it's not recommended for windows
