Is there a way to rank vendors? I know about the commission plan, but what if we want that a vendor in a bronze level gives us always 2% discount? It's not possible to have a negative percentage in the commission plan. This needs to be tracked in purchase order and then the vendor bill respectively. Is there an Odoo standard way? or any module for it? I would prefer to do it without coding if possible.

You could probably use the Gamification Tools to rank and track your suppliers.
Install module "Gamification" from Apps, a new menu "Gamification Tools" is created in settings app visible while on developer mode.
This will allow you to create ranks and define goals relevant to your business/ supplier. Odoo will track the goals to accumulate points and move ranks of the contact. You could then use the ranks in other models.
You can likely achieve without access to code, but might require a higher level of configuration skills

However, I think I have to customize and develop a little to trigger different purchase discounts from the vendors according to their level in the goals. It's more like cooperation terms and conditions with the vendors, so that the more they sell through our platform, the more beneficial it can be for them, i.e. the less discount they will have to give to us.
