Does Landed Costs automatically change the cost per part in inventory? If so when does it do it? As shipping costs are usually not known until the vendor sends the bill. Not when a PO is created.

If you sell some or all of the products before you get the Bill for shipping, then the value will be added to to Cost of Goods (since it can't be added to Inventory) - see https://www.odoo.com/forum/help-1/how-do-landed-costs-work-if-products-are-sold-in-the-mean-time-174070 for more information.
I have a similar issue, if I sell a product the margin in this sale order is wrong because the cost in the sale order it doesn't recalculate after a landed cost is validated and if I have stock zero the landed cost doesn't do the valuation at the inventory and the average cost is wrong.
