Hi, I'm a new Odoo 13 CE user, with a small shop retail with small budget.
I sell B2C, so I use Pos. I would like use Sale Promotions, but in POS sales. I think by default, its are not available for Pos sales.
I ask, if I find any developer for develop a custom module, which get Promotions sale and make its available in Pos, it's possible?
Do you think it's a easy and cheap develop, or complicate and expensive?

By default there is no promotion program in the odoo13 point of sale as you mentioned, but it is expected to add this feature in Odoo14 community edition, you can see it here: Odoo14 Point Of Sale Coupons and Promotions Program - POS Loyality
Anyway for Odoo 13, yes you can develop the features with the help of developer or you can buy the readily available modules in the odoo store, the second seems to be less expensive.
You can check the modules available in the odoo app store for the same, check the features available from the index file or you can ask the author to provide a demo link of the app, so that you can test and ensure the functionality, then functionality and cost is fine, you can buy and use it. If cost is high you can get some developers and ask the budget to develop it.
