i mean i need to create new group with some access 

so i thing to export group from odoo and change the name of group and upload it again 

so when i change some thing in new group it will be easy to delete it or make any change without change in odoo group the first one i exported from odoo 

what do you mean by uploading, 

i will suppose you meant import to Odoo, if so there are two possibilities   you have the group already on odoo and want to add users to it then you can export/import,

you don't have the group on odoo here you got two options :

1. create group from Odoo UI 
2. create group from xml record to the model ='res.groups' either with users initiated or you add them later from UI 

it's always a best practices you don't create anything from UI, because when will happen and you upgrade base or other related modules your changes will be discarded.
