If the ‘Python Code’ tax computation option isn’t available, what must be done?

1) You must be granted “Developer Rights” by the administrator of the database

2) The ‘Define Taxes as Python Code’ module must be installed from the ‘Apps’ application

3) You must change your login password to "Python_Coder"

4) ‘Python Code’ is only accessible on LINUX operating systems

The answer is two but it makes no sense to me. There is no module with that name or anything. Can anyone clarify?
