You can set access rights for the Studio icon based on user permissions and groups. To create access groups and define rights, you can refer to the following resource: How to Create Security Groups in Odoo 15

The biggest problem is that sometimes studio is installed without users being aware of it, for example with the possibility of ‘+add a custom field’ in a list view, and there must be a way of limiting all the studio related possibilities to just one user group.
