How can I configure reordering rules in such a way that I can keep a quantity on hand as a sample quantity (It can be 1 or more) and at the same time it can trigger manufacturing order?

For example, product x has quantity on hand 1 which I want to keep it as a sample. When I make a sales order for product x with the quantity 1 then it should not consume from the stock but instead triggers a manufacturing order for 1 product x. How to achieve that in reordering rules? Also, what to do if I want to sell the sample itself of product x in case one customer cannot wait for the production?
