I brought up an Odoo.sh trial instance to determine how best to configure recurring services for one of our clients. However, the "Recurrence Periods" option is missing from the Subscriptions app under Configuration. Can someone explain why it's missing and how to restore it?

In the Subscriptions Module, go to the Configuration menu, and open "Recurring Plans".

No, "Recurring Plans" options is already available, but "Recurrence Periods" is not. "Recurrence Periods" OOTB includes Months, Years, etc. You should be able to add more recurrence periods (e.g., Quarterly). If you suggest creating a Recurring Plan of 3 months (which is a quarter), the problem is that a per month price is displayed under Pricing on the Website, and that would confuse customers. The service is rendered once a quarter, and customers are invoiced likewise once a quarter, not monthly.

I see that the menu changed a bit from Odoo 17 to Odoo 18. But the logic is the same.
Recurring Plans can be linked both to Products in Sale, in Subscriptions > Products and Subscriptions > Subscriptions.
If you are setting the subscriptions through the Subscriptions App, you can change the product under the tab of Recurring Prices.
You can pick as many Price Rules as you want, and choose a different Recurring Plan for each interval, for the same product.
In any option, you need to create Recurring Plans for any possible time interval for renewing the subscription, and billing your customer.

I'm probably not being clear. My client has non-standard recurrence periods. Let's use an example: bimonthly (every two month). His company performs the service every two months and also invoices their customer every two months. The only recurrence periods available now are Week, Month and Year. If I create a Recurring Plan of 2 months, call it "Bimonthly" and set the price at $36, the Odoo eCommerce Website will display in the "Pricing" section:
Pricing:
Bimonthly $36 $18 / month
(Note: my emphasis.)
That will confuse the customer because the service and invoicing are both bimonthly, NOT monthly. Odoo displays the monthly amount because "Monthly" is configured as 2 months (i.e., the recurrence period is a month). If there is an easy way to remove the monthly price calculation from the Website, that would be sufficient.
