You would need a hosting provider that allows you to host web apps in order to accomplish what you want.

to publish your website to internet you must have a VPS ou Dedicated server and install odoo on it then copy you database.

Odoo is a web app. So please make yourself familiar with making Odoo available to the public using proxy server.
