Odoo 10: POS user (even POS managers) cannot see the list of all customers/partners. The only person that can see all partners is the administrator. Can someone tell me the chain of authorizations that can influence this behaviour?

A company is a group of partners (leads, customers, suppliers, and employees), users (logins) and stock of products with an independently run set of accounts.
A customer is a partner that buys products of a company.
Except you require a separate company for separate material or legal entities (e.g. to manage franchises under franchiser, OR company under global holding company) - then you should not be importing companies.
The best method to get what you want to import is to manually generate a single record and export it. That way you can understand how the data you insert and the opportunities you select get mapped into the fields in a CSV file.
Enter a Customer, you will see it does not show up as a Company, even though you can check 'Is a Company'.
You have imported companies rather of customers, but considering all of these are 'partners' they display as Customers for your admin user (who can see all companies) but not your other users (who are usually restricted to a private company, except you set them up to view more than one).
