I am not sure what you mean.
However "REF Part" is a column heading for the Parts list. And "Part QT Ref" is a column heading for the BOM.
The differenc is that there is one row for every reference designator in a Parts List. In the BOM the like parts are agrigated into a single record with a list of muliipule reference designators.
