1 Define user language for english-user as english

2 edit the master of the template quotation and replace "quotation" by "proposal"

3 edit and  translate "proposal" in french as "Proposition"

4 Log in as english-user

5 create quotation

6 display localy online quotation

7 select bottom right of quotation:  Englsh langage

----->the text "quotation"  is correctly replaced by "proposal"

7 select bottom right of quotation : French langage

-----> the text "quotation" is again replaced by "proposal" and not "proposition"

In summary : changes in the master quotation are not translated

some ideas ???
