Question 1:

Its possible in Elearning to create a button to start to answer the quiz and can set certain time to answer all the question..

when the time reach the attendees can only do is to submit the quiz or click done,

Question 2:

And its possible to the quiz the 10 question is random distribute to different attendees

Ex.   10 question is all the same in that course but the question 1 is not the same to the question 1 in other attendees.
