I configured custom routes in warehouse with 2 validation steps (E.g : WH/Stock => WH/Tank1 and WH/Tank1 => Partner location/Customers). But when i process with the sale order and try to do a partial shipping (e.g : initial order => 10L; Partial shipping => 5L) no backorder is created to allow me to ship the remaining 5L in WH/Tank1.
Can you help me with this?

What I really want to achieve is to have a real time on intermediate stock location. In my example I have :
1. Warehouse Stock
2. Tank
3. Customer location
I perform bulk sale which is shipped to Tank 1 then from Tank 1 it's retail operations to final customer. I need to have a real time report on remaining quantities of Tank1.
Why you have created new route/rule ? Odoo Inventory having already functionality(activate 2 or 3 steps delivery which will do same for you). Regarding your query need more info, what you have configured and what you are doing...
